After a slow start in California, the state joins a wildfire season that has been well-underway across the American West.

In a wide‑ranging briefing on July 20, The Lookout’s Zeke Lunder walked viewers through emerging and ongoing fires, the terrain and weather shaping their behavior, and the tradeoffs between firefighter safety, property protection, and landscape ecology.

Rumsey Fire: Routine Flames in Brutal Brush Country

The Rumsey Fire in Yolo/Lake County, California is burning in classic Coast Range chaparral – steep, hot, brushy country that burns often and hard, but is sparsely populated.

The area has burned repeatedly; every ridge bears old dozer lines, and the vegetation is adapted to frequent fire.

Despite limited values at risk in the current footprint, the response has been aggressive: large air tankers, heavy retardant use, and dozers on the flanks. We question the logic of pouring millions into suppression in a landscape that “wants to burn,” (specifically the largely-unpopulated portions Coast Range) where the combined value of threatened structures may be lower than a few days of aviation costs for fire suppression, and where the same chaparral will resprout within a few short years.

Much of the way we approach fires across the varied landscapes of the West is institutional reflex rather than carefully targeted strategy: the default is still “put every fire out,” even where ecological and cultural impacts are modest, and firefighter risk remains high.

Chute Fire (North Yuba River): Steep Canyons, Close Calls

In contrast, the Chute Fire in the North Yuba River Canyon (Nevada/Yuba/Placer Unit, California) shows where “letting it burn” is not a realistic option.

The fire is in some of the steepest canyon terrain in Northern California, near the New Colgate Powerhouse – an area The Lookout previously covered after a major pipeline failure and flood.

  • The fire is a ‘re-kindle’ of a blaze which was declared ‘contained’ about a week ago.
  • It perked back up on the morning of 7/20.
  • Throughout the day on 7/20, there was heavy use of helicopters, retardant, and ground crews.
  • Firefighters had to rapidly withdraw at one point in the afternoon as conditions became life‑threatening.
  • The canyon’s up‑canyon winds by day and down‑canyon winds at night, coupled with very steep slopes and a lack of roads for access, make direct attack extremely dangerous.

More broadly, in Sierra Nevada river canyons, fires tend either to be stopped very small, or they escape and are finally checked on ridge tops, where roads and dozers make fire suppression efforts more plausible and safer.

We noted that overnight down‑canyon winds could easily change fire direction and push it upslope, and we are not confident the fire can be fully extinguished safely where it is. It may ultimately be fought at the top of the ridges, consistent with long‑term patterns in this geography.

Rock Fire (Inyo County)

The Rock Fire in Inyo County, California, near Highway 395 south of Big Pine, quickly grew to about 2,500 acres in wind‑driven sage and scrub.

As of mapping, it had not crossed Highway 395. The area has a decent network of roads and relatively simple fuels, but local firefighting capacity is limited, forcing long‑distance engine responses from places like San Bernardino.

These Owens Valley fires often run hard with strong winds, then become more manageable once nighttime cooling reduces wind and activity.

Biscar Fire & the Cheatgrass Problem in the Great Basin

North of Honey Lake on the California–Nevada border, the Biscar Fire is burning in sagebrush and desert rangeland, in a landscape still shaped by the Rush Fire (2012).

That event converted large swaths of sagebrush into cheatgrass, changing fire behavior. Sagebrush grows patchy, and fire burns slowly through fields of it. Meanwhile, cheatgrass is a continuous, light, flashy fuel that allows for fire to move rapidly.

The Biscar is 30,000 acres by official numbers, potentially more by satellite, and is likely a low priority due to scarce suppression resources. Sparse population and low‑value rangeland mean more populated areas will win the competition for aircraft and crews.

Biscar exemplifies a feedback loop: fire converts sage to cheatgrass, cheatgrass promotes more frequent fire, and remaining sage islands are slowly erased.

East Evans Creek Road Fire, Oregon: Tough Ground, Fire Advances Steadily

Near Medford, Oregon, the East Evans Creek Road Fire continues in rugged terrain.

Recent infrared shows:

  • About 1,000 acres of growth over two days, mainly in two evening ~ 500 acre runs on the Board Mountain part of the fire.
  • A stubborn southern flank with steep slopes, rock outcrops, and few roads.

Lidar imagery underscores that this is not dozer‑friendly country. Even with strong structure prep and some moderation in daily fire behavior, the incident remains highly dependent on weather, especially evening winds that can drive sudden runs.

Eastern Oregon: Akawa Butte, Coyote, Rowe Creek Complex

In interior Oregon, multiple large lightning‑caused fires continue to expand.

Akawa Butte Fire: Big Push, Open Flank

The Akawa Butte Fire has made multi‑mile runs, including about three miles in one day. Ops maps show:

  • Dozer line and some containment around the north end and part of the south flank.
  • A large open, uncontained area on SW flank where the fire recently blew out.

The fire has burned around an 18‑year‑old burn scar, which slowed that portion of the fire’s spread, but did not halt it’s southward march.  Areas outside the yellow line, on map above, spread actively on 7/20.

The Akawa Butte Fire has spread 4 miles south in the past 2 days (white line), and is now about 4 miles from developed areas on the north of Sisters.

Rowe Creek Complex & Coyote

The Rowe Creek Complex now exceeds 130,000 acres, with spread shaped by:

  • Natural barriers like barren areas and roads.
  • Grasslands that can slow the fire when overnight humidity raises fine fuel moisture in dead grass above burnable levels
  • Recent burn scars that reduce available fuel.
  • Targeted firing operations where access allows.
Satellite heat detections show the Rowe Canyon Complex (130,000 acres) has largely run out of gas (almost no new heat detections), and the Box Springs Fire to SW is kicking ass, with lots of red (new detections).

The Coyote Fire illustrates the recurring pattern: large fires both create and encounter burn scars that become key features of the next incident. Eastern Oregon is a vast “puzzle” of overlapping fire histories, where today’s perimeter becomes tomorrow’s de facto fuel break.

Aspen Acres Fire Makes a Run

In Colorado, the Aspen Acres Fire has burned about 100,000 acres over several weeks. Most of the perimeter is secure, but one stubborn southwest section has resisted full suppression and made a major run on July 20, producing a towering plume and again threatening the Lake Isabel area.

We have seen a pattern of intermittent flare‑ups on this portion of the fire over the past two weeks, as heat pockets in difficult terrain keep coming to life when the weather gets dry enough, or east winds blow. Aspen Acres underpins our recent essay Unfair Math: Weighing Firefighter Safety Against Everything Else:

  • Fire managers knew that early direct attack on the problematic slope west of Route 165 might have saved money and reduced the longterm disruptions to the area caused by an ongoing wildfire.
  • But the terrain made safe direct attack impossible, and the risk to crews could not be justified.

The fire illustrates the hard reality that there are limits to what aircraft and human crews can do to stop wildfires burning under extreme weather conditions, with heavy fuel loads, or in certain terrain, even when everyone sees the future risk coming.

The fire also spread west on St. Charles Peak, crossing roads which had been prepped for use as firelines. As early as 7/5/2026, the Alaska Incident Management Team had briefed the public that preparing an indirect fire attack on this ridge was going to entail a 2 week logging operation, and would likely fail anyway.

The spread about Lake Isabel is also driven largely by spotting. Controlling a fire like this requires large-scale firing operations off of prepared roads, firelines, or dozer lines.


Kaiser Canyon (Colville Reservation)

Burning on the Colville Reservation in Eastern Washington, the Kaiser Canyon Fire has been the most destructive incident in the PNW region this year.

Recent mapping shows growth beyond its earlier perimeter, with new heat outside the previous line.

While it hasn’t been the focus of as much media attention as the larger Oregon and Colorado fires, it is significantly impacting tribal lands and values, and illustrates how this fire bust is stretching resources across multiple states even away from the high‑profile headlines.

Weather: High Pressure, Tropical Moisture, Smoke, and Uncertainty

The atmospheric pattern over the West is unusually complex:

  • A broad high‑pressure ridge dominates the interior West, driving heat and stagnation.
  • Tropical Storm Elida off the Pacific is expected to curve north and interact with a large Gulf of Alaska low.
  • Combined, they are likely to:
    • Bring some cooling to California mid‑week.
    • Keep the Pacific Northwest hot near term.
    • Draw moisture into western Oregon by the weekend.
    • Produce a significant dry lightning threat Tuesday–Wednesday.

At the same time, smoke trapped under high pressure is shading large areas of Eastern Oregon and beyond, which can reduce daytime fire intensity, but makes weather models less reliable. The pressure pattern also favors episodes of offshore/continental winds – dry air flowing from interior deserts toward the coast – a familiar recipe for volatile fire behavior.

Forecast confidence is limited when smoke, tropical moisture, and strong heat all interact; even seasoned meteorologists are openly cautious about specifics.


Can Akawa Butte Reach Sisters, Oregon?

An audience question focused on whether the Akawa Butte Fire could reach Sisters, Oregon, a rapidly growing community with substantial fuel thinning around its perimeter.

Our assessment:

  • Under the previous two day’s conditions, the fire advanced about four miles and is now roughly 4 miles from the edge of developed areas.
  • Another two to three days of similar conditions could, in principle, bring it to the edge of Sisters.
  • However, no evacuations are in place for Sisters as of this briefing, indicating incident teams and local officials do not see a near‑term, high‑probability threat. Please note that this is as of 7/20/26 at 7 pm PT.

Thinning and mitigation work around the town should help if fire approaches, but they are not guarantees. Residents anywhere close to a large, active fire should stay alert to official updates and improve defensible space while conditions allow.


Wildlife, Fire Ecology, and the “Puzzle” of Repeated Burns

Many species in fire-affected landscapes are well adapted to fire:

  • Grass and brush fires often move in brief pulses; intense heat is short‑lived.
  • Animals can retreat, burrow, or move into the black soon after the fire front passes.
  • High‑severity timber fires can be deadly, but rangeland fires are often patchier.

Large burn scars across Oregon and elsewhere frequently become future containment features, slowing the next fire and contributing to a long‑term mosaic of burned and unburned patches.


Fuel Treatments, Chaparral, and Misused Metrics

A discussion of fuel treatments, especially in chaparral, closes the briefing.

The recent Williams Fire on the Central Coast raced through mature chamise but stalled at a fuel break on a ridge, showing that ridge‑top chaparral treatments can be tactically effective.

But we challenge the emphasis on “acres treated” as the main success metric in evaluating progress toward a more fire-resilient California. Treating vast acreages in remote locations may barely reduce risk to communities. Smaller, well‑placed projects, such as fuel breaks, can be extremely effective if they are located directly adjacent to communities.

There is also a policy clash:

  • Critics rightly warn that chaparral treatments can lead to invasive grasses like cheatgrass and red brome, which burn more frequently and harm biodiversity.
  • But those critiques are sometimes overapplied to oppose all fuel treatments, even in forest types where thinning and prescribed fire are ecologically appropriate and reduce severe fire risk.

The key message: context matters. Different ecologies, settlement patterns, and histories demand different approaches. One‑size‑fits‑all ideologies fail in a landscape as varied as the American West.

The Human Cost and “Unfair Math”

Throughout the episode, we underscore the human weight of firefighting decisions:

  • Frequent near‑misses, such as the recent Cal Fire helitack burnover in Northern California, show how thin the safety margins can be during a busy fire season.
  • Every major fire scar represents high‑stress, often dangerous work by firefighters in unforgiving terrain.
  • Cases like Aspen Acres highlight the “unfair math” of weighing firefighter safety against homes, infrastructure, recreation, and ecological values.

Fuel loading and location make some communities extraordinarily hard to defend, yet the pressure to “save everything” persists. At the same time, pushing crews just a bit too far can lead to irreversible tragedies.

Given the fast‑changing nature of this fire bust, The Lookout will emphasize morning reports built on fresh overnight infrared.
